Indonesia Halal Deadline 2028: What the New Schedule Means for Your Products

Every time Indonesia moves a halal date, the reactions arrive almost on schedule: “so it is cancelled”, “so everything moved together”, and “so we can pause”. When the Indonesia halal deadline 2028 news broke on 16 October, all three came back. In our experience, each one is a mistake.

What makes them tempting is that each holds a grain of truth. Some dates did move, but not all of them, and no obligation disappeared. The extension changes when certain products must be certified, not whether halal certification applies to them.

If you import, make, distribute or sell food, beverages, cosmetics or supplements in Indonesia, this guide is for you. It explains which products gained time, which did not, and how to use the extra months without joining a crowded queue later.

One point matters most along the way. In our experience, the slowest part of a halal file is rarely the review by the Halal Product Assurance Organizing Agency (BPJPH). It is collecting supplier halal documents, which depends on third parties and ignores government deadlines.

What Is the Indonesia Halal Deadline 2028?

The Indonesia halal deadline 2028 is the extended phasing period for mandatory halal certification. The Government extended it by amending Government Regulation (PP) No. 42 of 2024 on the Implementation of the Halal Product Assurance Sector, announced in Press Release HM.02.04/361/SET.M.EKON.3/10/2026 of the Coordinating Ministry for Economic Affairs.

For several groups, the obligation was due from 18 October 2026. Those groups now have until 17 October 2028. The legal basis is unchanged: Law No. 33 of 2014 on Halal Product Assurance, as amended by Law No. 6 of 2023.

Which Products Moved Under the Indonesia Halal Deadline 2028?

The table summarizes each affected group and its legal basis. Dates follow the Government’s announcement, so the amending regulation’s own text should be confirmed before anyone relies on them.

What “Services” Means Here

Per the Government’s clarification, “services” means supporting services such as storage, distribution, logistics and retail. Restaurants and food or beverage outlets are not categorized as services under this provision. Businesses unsure which side they sit on should request a classification review.

What Did Not Change

Medium and large food and beverage producers are outside this extension; their obligation has applied since 17 October 2024. ANTARA reported that over-the-counter and limited over-the-counter medicines keep 17 October 2029, and prescription drugs other than psychotropics keep 17 October 2034.

Imported Products, MRAs and the Revoked BPJPH Rule

Imported food and beverages moved to 18 October 2028, with the Government citing completion of mutual recognition arrangements (MRAs) for halal certificates. By 14 October 2026, Indonesia had 123 MRAs with overseas halal bodies across 43 countries, according to the Coordinating Ministry.

The Government also plans to revoke BPJPH Regulation No. 4 of 2026 on Ensuring Halal Product Conformity for Foreign Products Entering Indonesia, and to adjust other implementing rules. Importers should expect procedural updates, so any file strategy built on that regulation deserves review.

Halal Certification Indonesia After the Delay: What to Prepare

The extra time is a planning window, not an exemption. Halal Certification Indonesia still follows the same law; only dates changed. Four preparation areas deserve attention now:

  • Readiness audit (gap analysis): ingredients, facilities and records reviewed against halal requirements.
  • Halal Product Assurance System (SJPH, Sistem Jaminan Produk Halal) preparation: internal procedures and documentation.
  • Supply chain adjustments: supplier halal documents, plus storage, distribution and logistics partners.
  • Product classification: confirming which row of the table applies to each product.

These steps involve regulatory judgement, so consultant review is safer than self-assessment. Our guides on halal certification for supplements, Indonesia halal certification 2026 and halal certification news explain the stages, but predate this amendment, so read their dates accordingly.

Halal Certificate Indonesia: Who Should Move First?

A halal certificate Indonesia holder gains certainty before enforcement begins. Priority depends on your profile:

  • Importers and distributors of food and beverages: the 18 October 2028 date depends on MRA progress and new implementing rules, so early mapping helps.
  • Micro and small food businesses: SEHATI (Sertifikasi Halal Gratis, free halal certification) offers a quota of 1.35 million certificates, per the Coordinating Ministry.
  • Cosmetics, supplement and traditional medicine brands: the 17 October 2028 date leaves room for ingredient and supplier documentation.
  • Storage, logistics and retail providers: the services obligation applies from 18 October 2028.

Turn Two Extra Years Into an Advantage

Two more years is generous, but halal files do not shorten themselves. Businesses that map their products, suppliers and logistics now will reach October 2028 calmly instead of rushing a queue.

Frequently Asked Questions (FAQ)

Has mandatory halal certification been cancelled in Indonesia?

No. The Government extended phasing periods for several product groups by amending Government Regulation No. 42 of 2024. Law No. 33 of 2014 on Halal Product Assurance, as amended by Law No. 6 of 2023, still requires halal certification.

What is the Indonesia halal deadline 2028 for imported food and beverages?

Imported food, beverages, slaughtered products and slaughtering services become subject to mandatory halal certification from 18 October 2028, under amended Article 160(3) of PP No. 42 of 2024, considering completion of mutual recognition arrangements.

Do cosmetics and health supplements also have until 2028?

Yes. Under amended Article 161(1) letters a and d of PP No. 42 of 2024, traditional medicines, quasi-drugs, health supplements, cosmetics, chemical products and genetically engineered products now have until 17 October 2028.

Are restaurants covered by the new services date?

No. Per the Government’s clarification, services means supporting activities such as storage, distribution, logistics and retail. Restaurants and food or beverage outlets are not categorized as services here. Outlets unsure of their classification should seek professional review.

Can I pause my halal application because of the delay?

That is a commercial decision tied to product category and supplier readiness. In our experience, supplier documents take longest to collect, so we recommend discussing timing with a regulatory consultant before pausing any halal file.
