A regional brand had its probiotic dossier almost ready when marketing asked for one edit: replace the digestive health claim with immune support. Under the PerBPOM 17/2025 probiotic assessment, that single line can turn a document exercise into a question about clinical trials in Indonesia.
This guide is written for brand owners, importers and regulatory leads preparing a probiotic supplement for Indonesia. By the end, readers will be able to explain what the new guidance changed, how the claim and the strain shape the evidence file, and which questions belong in a regulatory consultation.
The point most summaries miss is timing. Brands usually sign a strain supply agreement first and write claims afterwards. In the experience of Product Registration Indonesia (PRI), that order fixes the evidence burden before anyone has planned for it, so the claim decision belongs before the strain contract.
Quick answer: what the PerBPOM 17/2025 probiotic assessment requires
PerBPOM 17/2025 is BPOM Regulation No. 17 of 2025 on the assessment guideline for health supplement products containing probiotics. BPOM (Badan Pengawas Obat dan Makanan) is the Indonesian Food and Drug Authority. The Head of BPOM set the regulation on 23 June 2025, replacing BPOM Regulation No. 17 of 2021.
In summary, a probiotic supplement dossier now needs the following elements:
- Strain identification and functional characterisation, alongside safety, efficacy and quality evidence.
- A claim class: general, functional or risk reduction.
- Phase 1 and phase 2 trials in Indonesia for claims beyond maintaining digestive health, or when a claim changes.
- A label showing genus, species and strain, and a live count in CFU (colony-forming units) shown stable to the end of shelf life.
BPOM announced the regulation in press release HM.01.1.2.09.25.144 of 1 September 2025. The full text is available through BPOM’s legal documentation network, JDIH (Jaringan Dokumentasi dan Informasi Hukum).
PerBPOM 17/2025 probiotic assessment: legal basis and what changed
BPOM presented the regulation as clearer technical guidance for both applicants and BPOM evaluators. It was set on 23 June 2025 by BPOM Head Taruna Ikrar and announced on 1 September 2025, roughly two months later.
From categorisation to technical procedure
BPOM Regulation No. 17 of 2021 centred on categorisation and documentation. The 2025 text widens the scope to technical procedure through a new Annex IV, to strain classification, and to clinical trial requirements.
| Area | What PerBPOM 17/2025 sets |
|---|---|
| Technical procedure | New Annex IV |
| Strain evidence | Strain identification and functional characterisation |
| Core dossier evidence | Safety, efficacy and quality |
| Clinical trials | Required in Indonesia for claims beyond maintaining digestive health, or when claims change |
| Definition | “Probiotic” limited to live microorganisms with proven benefit at a specific strain and dose |
| Claims | Three classes: general, functional, risk reduction |
BPOM probiotic technical assessment guidelines: what the evidence file must show
The BPOM probiotic technical assessment guidelines turn a loose set of expectations into a procedure. Annex IV describes that procedure, and the dossier is built around it. Each element below ties back to one question: does the evidence belong to the exact strain in the finished product?
Strain identification and functional characterisation
A dossier identifies the strain and then characterises how it functions, before safety, efficacy and quality evidence is weighed. The regulation limits the word probiotic to live microorganisms with a proven benefit at a specific strain and dose.
That wording has practical weight. A benefit shown for a species, or for a different strain, does not carry across to the strain in the finished product. BPOM has established a list of 102 types of microorganisms approved for use in health supplements.
Safety, efficacy and quality
Safety, efficacy and quality remain the three pillars. Quality includes the live count, which links the assessment to stability work under BPOM Regulation No. 6 of 2025 on stability testing of health supplements. PRI’s guide to PerBPOM 6/2025 stability testing covers the study conditions.
Claim classes and the clinical trial trigger
The three claim classes
The guidance recognises three claim classes: general, functional and risk reduction. The class a brand selects shapes the evidence it must hold. Permitted wording for supplements is set by BPOM Regulation No. 19 of 2022 on Guidelines for Health Supplement Claims, discussed in PRI’s supplement claim guide.
When trials in Indonesia apply
Trials in Indonesia apply to claims beyond maintaining digestive health, and when a claim changes. Phase 1 addresses safety. Phase 2 addresses efficacy and must be double-blind, randomised and placebo-controlled. Phases 3 and 4, and post-market data, may also be required.
| Claim position | Evidence direction | PRI screening reading |
|---|---|---|
| Maintaining digestive health | Strain identification and characterisation, safety, efficacy, quality | Lighter route, no new Indonesian trial indicated by the summary reading. New Indonesian trials are conducted only if BPOM assesses that the clinical trial data provided from literature or journals is inadequate. |
| Anything broader, such as immune support | Phase 1 and phase 2 in Indonesia, possibly later phases | Clinical programme in Indonesia |
| Approved claim changed later | Trial requirement applies again | Treated as a new evidence project |
The table is a screening aid for discussion with a regulatory adviser. It is not an approval pathway for any specific product.
The summary reading, that a digestive health claim means a lighter route, is a fair starting point. In PRI’s experience it breaks down in the wording. Labels, websites and distributor decks drift toward broader language than the claim on file, and drift makes a light file heavy.
BPOM Regulation No. 34 of 2022 on advertising supervision for natural medicine, quasi-drugs and supplements applies across channels, so one claim standard needs to hold on every surface.
A four-question screening path
- Is the intended claim limited to maintaining digestive health? If yes, go to question 2. If no, expect a clinical programme in Indonesia and discuss its design early.
- Is the strain already assessed by BPOM? If yes, the file can build on that assessment. If no, strain identification and characterisation come first.
- Could the claim change after launch? If yes, plan for the trial requirement that applies when claims change.
- Do label, website and distributor materials use identical wording? If they differ, align them before filing.
Label requirements under the new probiotic guidance
The label carries the genus, species and strain, a live count in CFU, usage instructions based on trial results, and storage conditions where needed. Each element connects back to evidence in the dossier.
| Label element | What the guidance expects |
|---|---|
| Genus, species and strain | Full strain-level naming of the microorganism |
| Live count (CFU) | Shown stable to the end of shelf life |
| Usage instructions | Based on trial results |
| Storage conditions | Stated where needed |
Stable to the end of shelf life links the label to stability data. According to BPOM’s announcement of PerBPOM 6/2025, long-term testing runs at 30 °C and 75% relative humidity (Zone IVb), and storage statements give a defined temperature. The regulation itself is on the BPK legal database.
Registered strain or new strain: the second decision
Two decisions set the evidence a probiotic must produce. The first is the claim. The second is whether the strain is already registered with BPOM or new to it. A registered strain builds on its existing assessment. A new strain or combination starts with its own characterisation work.
| Digestive health claim | Broader claim | |
|---|---|---|
| Registered strain | Lightest combination | Indonesian trials expected |
| New strain | Strain evidence work comes first | Heaviest evidence set |

Health Supplement Registration Indonesia: where the probiotic guidance sits
PerBPOM 17/2025 is one instrument inside Health Supplement Registration Indonesia. It works alongside BPOM Regulation No. 32 of 2022 on criteria and procedures for health supplement registration, as amended by BPOM Regulation No. 15 of 2024, and the claims and labelling rules.
BPOM reported 6,173 valid health supplement marketing authorisations as of 15 April 2025, so a probiotic file enters a large and active register. Evaluators read each file against the same instruments, which rewards consistency between claim, strain data and label.
What the guidance does not address
Manufacturing sits outside this article. PRI’s position is that a supplement is not a drug, so drug GMP (Good Manufacturing Practice) under CPOB (Cara Pembuatan Obat yang Baik) is not the yardstick, and the cold chain need not run end to end. Each facility is confirmed per file.

Two anonymised scenarios from practice
These scenarios are anonymised and illustrate patterns PRI sees. They describe no single client.
The claim that changed in the final week
A brand with a signed strain supply agreement planned a digestive health product. In the final week, its distributor asked for immune support wording. The brand had no trial plan, and the request implied a clinical programme in Indonesia. It returned to the original claim and kept the launch.
The extension planned for year two
Another brand launched with a digestive health claim and planned to add a broader benefit later. Because trials apply when a claim changes, the extension became a new evidence project with its own trial design. The brand now maps that project before every new filing.
Questions to settle with a regulatory adviser before filing
This list prepares the conversation. It does not replace a file review, because every answer depends on the strain, the claim and the data held.
- Which claim class fits the commercial plan for the coming years?
- Does the strain already have a BPOM assessment, and does it cover the intended combination?
- Where was the existing human data generated, and does it meet the Indonesian trial requirement?
- Does stability data cover the live count to the end of shelf life under Zone IVb conditions?
- Do the label, website and distributor materials match the claim on file?
A clear claim and strain choice keeps the launch on track
The new guidance is demanding and also predictable. Brands that settle the claim and the strain early give evaluators a coherent file and give themselves a plan for the evidence ahead. Few regulatory decisions are easier to make early than this one.
