We recently reviewed ten dry herb-soup mixes submitted under the assumption that they were standard processed foods. That premise collapsed during the very first ingredient audit. Once screened against the national database, the products crossed the line from everyday pantry staples into natural medicines. In regulatory practice, potent active botanicals instantly override culinary intent, no matter how the product is cooked or consumed.
This misconception drives countless avoidable rejections across the industry. Formulators often spend weeks debating which category best fits their product, overlooking the more critical, foundational question: does the formulation legally qualify as food in the first place? Skipping that threshold almost guarantees a compliance strategy will unravel.
Indonesia’s Food and Drug Authority, Badan Pengawas Obat dan Makanan (BPOM), enforces strict legal boundaries between consumable categories. Before pouring time and capital into a BPOM food registration dossier, brand owners, importers, and developers must identify the regulatory fork in the road early. For dried, powdered, or instant formulations, securing approval begins not by forcing a product into a food category, but by systematically proving it belongs there.
What Decides BPOM Food Registration for Dried and Instant Products?
Five questions decide the pathway, and their order matters. A wrong answer to the first makes every later choice irrelevant. Each question has its own section below.
- Is the product food, a supplement or natural medicine?
- Does a look-alike product on the shelf count as precedent?
- Is it an intermediate food?
- Does it carry a claim, an organic, irradiated or genetically engineered process, or a special-purpose formulation?
- Is it domestic or imported?
PRI’s casework points the same way: one active herb decides the pathway for the whole SKU. SKU means stock keeping unit, an individual product variant.
Is It Food, a Supplement, or Natural Medicine?
Processed food registration is governed by Peraturan BPOM No. 23 Tahun 2023 tentang Registrasi Pangan Olahan, issued by BPOM. Natural medicine (obat bahan alam, OBA) is governed by Peraturan BPOM No. 25 Tahun 2023, also issued by BPOM.
Health supplements follow a separate BPOM regime. From the assessments we have handled, the dividing line isn’t just the format; the ingredient and its intended use also dictate whether a product falls under processed food, natural medicine, or supplements.
What Ten Herb-Soup Mixes Taught Us
The mixes looked like food: dry, soup format, and classed as processed food in the first assessment. The ingredient check changed the answer. Checked against BPOM’s natural-medicine ingredient database, the set flipped to natural medicine.
Natural medicine follows its own rules. Safety and quality sit under Peraturan BPOM No. 29 Tahun 2023, and efficacy claims under Peraturan BPOM No. 30 Tahun 2023 (Pedoman Klaim Khasiat). We have found that a file built for food does not carry across.
When an Herb Is Missing From the Database
An herb absent from the database is not a free pass. What we usually see is an ingredient-specific justification dossier. That dossier typically holds a monograph with quality specification, safety data and an efficacy justification.
A wholly novel ingredient requires a new raw material assessment application to the Directorate of Standardization of Natural Medicines, Health Supplements, and Cosmetics (Ditstandar OTSKK). Our assessments show that the referral lengthens the timeline by approximately 85 working days, [R6] so it should be planned before launch dates are promised to retailers.
Is a Look-Alike on the Shelf Precedent?
No. A similar product already on sale tells you what that product was registered as, not what yours will be. As we have seen BPOM work, each product is assessed on its own ingredients, process and intended use.
A PIRT Soup Is Not Your Precedent
A domestic soup under a PIRT home-industry licence, cooked with meat, says nothing about an imported dry mix steeped in hot water. PIRT stands for Pangan Industri Rumah Tangga, meaning home-industry food.
Home-industry food is exempt from the BPOM izin edar (marketing authorisation) under Peraturan BPOM No. 23 Tahun 2023. It sits in a different regime, so its status cannot be borrowed for an imported product.
A Powdered Drink With Live Cultures
A nutrition company asked us the same question. A powdered drink with live cultures was already approved. Even so, BPOM told PRI to submit the pasteurised postbiotic formula for assessment before registration.
Three category routes were available: fermented milk (01.2.1.2), flavoured milk (01.1.4) with a postbiotic assessment, or an ingredient-category expansion. Based on PRI’s review, they differed sharply in feasibility. Categories follow Peraturan BPOM No. 13 Tahun 2023.
Microorganism claims need extra care. Peraturan BPOM No. 1 Tahun 2022, Article 22 paragraph 3, requires written approval from the Head of BPOM before a microorganism-related claim is used.
The lesson is that an earlier approval is a data point, not a template. Route selection should follow a pre-submission review of the exact formula.
Is It an Intermediate Food?
An intermediate food (pangan olahan antara) still needs further processing with ingredients other than water before consumption. Peraturan BPOM No. 1 Tahun 2022, Article 6 paragraph 2, names flours, cooking oil and food premixes as examples.
This matters because intermediate foods may carry only two claim types: nutrient-content claims for nutrients that must be added, and gluten claims (Article 6 paragraph 1).
| Product type | Intermediate? | Basis in Article 6 |
|---|---|---|
| Flour that needs other ingredients | Yes | Named example (paragraph 2) |
| Cooking oil | Yes | Named example (paragraph 2) |
| Premix needing ingredients beyond water | Yes | Named example (paragraph 2) |
| Agar powder | No | Simple processing with water (paragraph 4 letter c) |
| Cocoa powder | No | Simple processing with water (paragraph 4 letter c) |
| Instant noodles | No | Simple processing with water (paragraph 4 letter c) |
| Margarine, sugar, salt, creamer | No | Used with other foods, no further processing (paragraph 4 letter b) |
The test is the final preparation step, not the powder form. If adding water alone finishes the food, it is not intermediate, and the full claim rules apply.
Do Claims, Processes or Special Formulations Change the Fee Tier?
Yes. Peraturan Pemerintah (PP) No. 15 Tahun 2026, issued by the Government of Indonesia, sets BPOM service tariffs and replaced PP No. 32 Tahun 2017. Its annex groups processed food by type.
These features can place a product in a different tariff group from ordinary categories: [R11]
- Foods carrying a claim
- Organic, irradiated or genetically engineered (GE) foods
- Special-purpose formulations, meaning nutrition-purpose foods in category 13.0
Each feature also adds review work, not only cost. Because tariff groups are set by regulation, the group for your SKU should be confirmed before a budget is fixed.
Claims carry numbers too. Under Peraturan BPOM No. 1 Tahun 2022, Article 5 paragraph 2, a label claim generally requires a serving to hold no more than 18 g total fat, 6 g saturated fat, 60 mg cholesterol and 300 mg sodium.
Some claims are barred outright. Article 28 letter g prohibits any claim that a food prevents, treats or cures disease. An organic claim needs a certificate from a KAN-accredited body first, as our organic food guide explains.
Domestic or Imported? What a BPOM ML Registration Service Covers
A BPOM ML registration service prepares and files registration for imported processed food. ML stands for Makanan Luar, meaning foreign-made food. Imports carry a BPOM RI ML number, while domestic products carry BPOM RI MD, for Makanan Dalam.
We advise finishing the herb check and the claim review before an overseas manufacturer prints Indonesian artwork. Reprinting is far harder to absorb than a delayed file.
Origin also affects cost. PP No. 15 Tahun 2026, Article 3 paragraph 1, sets a zero tariff for registration by micro and small enterprises producing in Indonesia.
A BPOM approval is generally valid for five years under Peraturan BPOM No. 23 Tahun 2023, Article 53 paragraph 1, and is renewed through re-registration.
Halal certification under Undang-Undang No. 33 Tahun 2014 on Halal Product Assurance is a separate track. For the full import pathway, see our guide to BPOM ML registration.
Food & Beverage Product Registration Indonesia: The Decision Path at a Glance
Food & Beverage Product Registration Indonesia for dry and instant products runs through five gates. Gate one sets the regime, gates two to four set precedent, claims and tariff, and gate five sets MD or ML. A failure at gate one voids everything after it.
| Gate | Question to ask | What a yes means |
|---|---|---|
| 1. Regime | Does any herb count as an active ingredient, or appear in the natural-medicine database? | Natural medicine route under PerBPOM 25/2023 |
| 2. Precedent | Is the look-alike under the same regime, ingredients and process? | A useful data point, still not precedent |
| 3. Intermediate | Does the product need more than water to finish? | Only nutrient-content and gluten claims |
| 4. Claims | Is there a claim, organic, irradiated, GE or special-purpose feature? | Different tariff group and extra review |
| 5. Origin | Is it made outside Indonesia? | BPOM RI ML number, filed through an importer |
The closing decision is simple to state. Screen every herb against the natural-medicine ingredient database before artwork is printed, because one active herb decides the pathway for the whole SKU.
Database presence is only the start of classification. PRI’s practice is to review the formula, process and documents together with a regulatory adviser before any filing decision.
