Summary

Ultimeat (Better Protein Manufacturing Sdn Bhd) is a Malaysian manufacturer of plant-based meat substitute products. As part of its market entry strategy for Indonesia, the company arranged to donate a shipment of its plant-based protein product to the team behind MBG (Program Makan Bergizi Gratis), Indonesia’s national free meal program, as a gesture of goodwill ahead of a future commercial partnership.

Even as a donation, the shipment still had to move through Indonesia’s full import and food regulatory system. Indonesia’s import and food regulatory system is built around local accountability, and as a foreign manufacturer, Ultimeat could not apply for the necessary permits on its own, regardless of whether the product was being sold or given.

Ultimeat engaged Product Registration Indonesia to act as its local regulatory partner, guiding the shipment from documentation through to port clearance, and to lay the groundwork for the company’s longer-term Halal certification plans.

Main Challenges

1. No local presence, no direct access to permits. As a foreign entity, Ultimeat had no legal standing in Indonesia to apply for import permits on its own behalf. Indonesian regulation requires a locally licensed party to hold and manage these applications, leaving foreign manufacturers dependent on the right local partner.

2. A mandatory BPOM import permit (SKI). Before a single container could land, Ultimeat needed a Surat Keterangan Impor (SKI) from Indonesia’s Food and Drug Authority (BPOM). This permit confirms that the imported product meets Indonesia’s food safety and labeling standards, and without it, the shipment could not clear customs at all.

3. Customs clearance at Port. The shipment, a single 20-foot reefer container, needed to move through the port of destination under a proper consignment structure, complete with Bill of Lading (BL) endorsement and full PIB (import declaration) documentation. Each step carried its own compliance checkpoints and timing risk.

4. A future pathway for Halal certification. Beyond this first shipment, Ultimeat wanted to understand how a foreign manufacturer could pursue Halal certification through BPJPH, Indonesia’s Halal Product Assurance body, to support its long-term growth in a market where Halal status can be a decisive factor for distribution and consumer trust.

Solutions Offered by PRI

PRI stepped in as Ultimeat’s local regulatory anchor, managing the process end to end so the company could focus on its product and its market entry strategy rather than paperwork.

Securing the SKI from BPOM. PRI prepared and submitted the full application on Ultimeat’s behalf. This permit gave the shipment lawful entry into Indonesia and unlocked every step that followed.

Managing customs clearance. PRI coordinated the endorsement, prepared the documentation, and structured the shipment under an arrangement through PRI. This structure allowed Ultimeat’s product to clear customs smoothly while keeping the company informed at every stage.

Advising on the Halal certification pathway. Looking beyond the immediate shipment, PRI mapped out how BPJPH’s Halal certification process applies to foreign manufacturers, clarifying the steps and requirements Ultimeat would need to plan for as it scales in Indonesia. This advisory also surfaced additional service opportunities to support Ultimeat’s continued expansion.

Results

Ultimeat’s first shipment of plant-based protein products cleared Indonesian customs and reached the MBG program team as intended, giving the company its first tangible presence in Indonesia. What could have been a stalled or delayed entry, given the regulatory hurdles facing any foreign manufacturer, instead moved forward on schedule with PRI managing the regulatory and logistical complexity. Still in prime frozen condition.

Because the shipment was structured as a donation rather than a commercial sale, the successful clearance carried weight beyond the container itself. It positioned Ultimeat as a credible, compliant partner in front of the MBG program team, laying the relationship groundwork for the commercial distribution the company is now pursuing.
