Before any of this applies
Duty is the easy part. These are what actually hold shipments.
An estimate assumes your goods are already allowed into the country. In practice most delays we see have nothing to do with tax — they come from a licence that wasn't in place before the container sailed.
Kemenkes
Product licence
AKL or AKD for medical devices, PKRT for household health products. Without an izin edar the goods cannot be sold, whatever you paid in duty.
BPOM
Notification & registration
Cosmetics need notification; supplements and food need registration. Each shipment then needs an SKI import approval tied to that registration.
Kemendag / INSW
輸入ライセンス
Many HS codes carry LARTAS restrictions requiring a PI approval or a surveyor report. This is checked at the same tariff lookup as the duty rate.
Legal entity
Importer of record
A foreign company cannot import into Indonesia directly. You need a local entity with an API, or a licence holder acting as your importer of record.
Certificate of origin
Preferential tariff proof
A reduced FTA rate only applies if a valid origin certificate is presented at clearance. Missing or defective forms mean the full MFN rate, assessed after the goods have landed.
BPJPH / BAPETEN
Halal & equipment permits
Halal certification is mandatory for food and a widening list of cosmetics. Radiation-emitting equipment needs a BAPETEN licence before import.
