PerBPOM 8/2026, formally Peraturan Badan Pengawas Obat dan Makanan Nomor 8 Tahun 2026 tentang Sertifikasi Cara Pembuatan Kosmetik yang Baik, was signed on 21 April 2026 and took effect on 29 April 2026. It revokes and replaces Peraturan BPOM Nomor 33 Tahun 2021. 

The new regulation refines the criteria separating Golongan A and Golongan B cosmetic industries, removes the prior requirement to obtain approval for a factory’s building layout (denah bangunan), and unifies certification service timelines under a single clock-on and clock-off calculation method. However, for Class B facilities, submitting a building layout document remains a mandatory application requirement under Article 11, Paragraph 4(a) (SPA CPKB Golongan B).

Trap 1: Layered Intermediaries Inflate the Real Cost

The more intermediaries sit between a brand owner and the actual manufacturing line, the more layered the pricing becomes, and the harder it is to see where the markup originates. Sertifikat CPKB vs. Sertifikat Pemenuhan Aspek CPKB: What Is the Difference?

Under CPKB Certification PerBPOM 8/2026, a Sertifikat CPKB confirms a facility has fully implemented the twelve required CPKB quality system aspects and may accept maklon (contract production) from other brands. A Sertifikat Pemenuhan Aspek CPKB (SPA CPKB) confirms partial or in-progress compliance and does not permit accepting contract manufacturing.  

How to Verify a Maklon Factory’s CPKB Status Before You Sign

Certificate verification touches live BPOM records and can be read differently by different verifiers, so treat the steps below as what to check, not a substitute for a formal compliance review.

1. Confirm the certificate type: request the factory’s actual Sertifikat CPKB, not only an SPA CPKB, if your agreement requires contract production.
2. Confirm the golongan (A or B) and check it matches your product category and production volume.
3. Confirm the certificate’s scope covers your specific cosmetic category, not only the CPKB standard in general.
4. Confirm validity dates and renewal status. Pasal 18 ayat (2) of PerBPOM 8/2026 sets the renewal application window at no earlier than six months and no later than the certificate’s expiry date.  
5. Confirm the factory has no active or pending sanctions under the new administrative sanctions framework.

If You Already Work With a Certified Manufacturer: Transitional Provisions

The relevant checkpoint is renewal. Missing the Pasal 18 ayat (2) renewal window, combined with the stricter sanctions introduced by CPKB Certification PerBPOM 8/2026, is where existing certificate holders now carry more downstream risk than before.
